Optimum Environment, was founded in 1983 as a small business consulting firm specializing in engineering and technical analysis of environmental problems. Emphasis is placed on providing services for smaller projects, where clients would prefer one-stop engineering and environmental expertise at more cost effective rates. Services are provided to the private and public sectors, and other consulting firms. Services include:
In the past nineteen years Optimum Environment has completed over 150 analyses and studies for a variety of clients. Participation ranged from specific technical analysis of air quality, noise and storm drainage to general project management of EIS's, preparation of Environmental Checklists and coordination of consultant teams. Preparation and acquisition of permits was an integral part of the work. This experience, although seemingly diverse, is directed at small-to-medium sized projects where prolonged, intensive analysis is not required. Although level of detail varied with the project, most consisted of evaluation of existing information and data; environmental monitoring where appropriate; modeling the present environment and predicting conditions for the completed project. Appropriate mitigation measures were included where applicable. The result is a project that meets environmental and regulatory requirements at the lowest possible cost. Emphasis is placed on fully integrated designs and coordinated site operation to minimize environmental impacts while providing the most efficient use of the site.
Optimum Environment has operated as a sole proprietorship for the past seventeen years; providing environmental, engineering and technical analysis to a variety of public and private clients. The owner (Mr Nelson), has over 30 years experience in environmental and engineering projects. Mr Nelson is a Registered Professional Engineer in Civil Engineering (Washington). EIS work has included NEPA and SEPA projects ranging from $500 to $500,000 in scope. Mr Nelson is a member of the Air and Waste Management Association, and the Institute of Noise Control Engineering. Mr Nelson is a long time member of the Mountaineers, serving two years as president; and is active in soccer, serving as an official, and assigns officials to professional and top amateur league soccer games in Washington State.
Because Optimum Environment is a small business, it provides a specified range of technical services. To augment the capabilities of Optimum Environment; joint ventures or subconsulting with other firms is an effective means of providing comprehensive environmental and engineering services to clients. Optimum Enviroinment has worked extensively with numerous consulting firms: as a project coordinator; a participant in a joint venture; and as a subconsultant, to provide the services necessary to the successful completion of a project. This consortium of specialists can frequently bring greater expertise and experience than is available at larger, full-service firms; and at a lower cost. Optimum Environment has extensive contacts with other specialists in all technical and environmental disciplines to ensure complete project services on a project at a competitive cost.
Presentations at public hearings range from a summary and explanation of work to formal presentations, response to questions and answers, and negotiation of permit conditions. Mr Nelson has also authored and presented several technical papers at professional society meetings.
